Currently Student Registers>Configuration>Manage Register Permissions has 2 levels of permissions. (Read and update) with update allowing changes to records but not new records to be created. Could we please amend this to 3 levels of permissions with Read, Edit and Modify.

Can you clarify what you mean by doesn't allow new records to be created? Students can be added to Registers and if you have the Enterprise version, the register can be updated to add new sections/elements.
